No Level requirement. You leave by ladders, so no rope is needed.
Start: The Thais temple. Show on the map
We set out from the temple in Thais and leave the city to the east. The way into the cave is a stone pile. We use a shovel on it and step into the open hole - it fills up by itself after a few minutes.

In the cave we go down a hole, climb a ladder one floor up, and then go down two more holes to the very bottom. There, in the northern part of the hall, a dead human lies covered with junk. We move the rubbish and the banana skin off it, then use the body - we get a bag with a bow, five poison arrows, a mana fluid and a life fluid. Each character can take it once.

Note: poison gas lies right above the body - do not step on it.
Tips
On the way back we go north from the hall: a few ladders lead up to the surface right next to the stone pile, so there is no need to dig again.
